I.     PURPOSE OF CONSULTANCY

The purpose of the assignment is to develop a comprehensive plan of action for Sexual and Reproductive Health (SRH) and Maternal, Neonatal, Child and Adolescent Health for Trinidad and Tobago. This will facilitate the implementation of the country’s 2020 National SRH Policy and the Pan American Health Organization (PAHO) Plan of Action for Women’s, Children’s and Adolescent Health 2018-2030 (POA WCAH).

II.   SCOPE OF WORKS (not limited to the following):

 

  • To develop a comprehensive costed Plan of Action (POA) on Sexual and Reproductive Health and Maternal, Neonatal, Child and Adolescent Health for the Ministry of Health.
  • A costed POA for SRMNCAH must include a monitoring and evaluation framework that takes into account and aligns the indicators and targets of both the SRH Policy, the POA MCAH, the UNFPA Multicountry programme document, and the PAHO/WHO Country Cooperation Strategy for Trinidad and Tobago. 
  • The resulting product must also be ‘fit-for-purpose’ to facilitate national and international reporting requirements and demonstrate how it supports the achievement of the goals of the Ministry of Health and Vision 2030.
  • Consideration must also be given to other plans of action and strategies that address SRMNCAH such as the National Child Policy which would require consultation with Office of the Prime Minister-Gender and Child Affairs and the United Nations Children’s Fund (UNICEF) given their respective mandates and national and international reporting requirements.

 

III.    SUBMISSION DETAILS

b.    Curriculum Vitae to include a minimum of two (2) client references with profiles similar to International Organizations such as PAHO and UNFPA.
c.    Detailed Proposal, inclusive of Budget
 

IV.    Proposal Evaluation Criteria:

Proposals will be evaluated according to a set of factors that include, but are not limited to, the following: 

  1. Stage 1 – Mandatory (Pre-Qualification State) 

    a.    No conflict of interest – Yes/No, Move to next stage
    b.    Qualifications - Yes/No, Move to next stage
    c.    Minimum professional experience in the related field - Yes/No, Move to next stage
    d.    Two (2) verified References – Yes/No, Move to next stage

  2. Stage 2 – Technical Proposal

    a.    Experience working on Inception Reports and Workplans – 10 Points
    b.    Ability to provide situational assessments – 15 Points
    c.    Key informant interviews – 10 Points
    d.    Experience drafting and finalizing a Plan of Action to include and M&E matrix – 20 Points
    e.    Proficiency in application of Microsoft office suite to include but not limited to the development of official reports, presentations (tables, references, charts etc) and publications (brochures, flyers etc.) – 5 Points
    f.    Timeline and Implementation - Demonstrable ability to meet deadlines (based on references feedback) – 10 Points

  3. Stage 3 – Budget – 30 Point

Recommended Criteria:  70% Technical and 30% Financial

Note: Candidates must pass stage 1 to move to stage 2 and then obtain 49% of the total Technical Score to move on to the Budget stage.
