I. PURPOSE OF CONSULTANCY
To support the Government of Guyana, through the Ministry of Human Services & Social Security and the Ministry of Parliamentary Affairs and Governance, in the preparation of its national report on the Montevideo Consensus on Population and Development (MCPD).
II. BACKGROUND
National progress reports on the implementation of the Montevideo Consensus are seen as a tool for assisting countries in sharing their experiences positively and helping them to achieve their goals while encouraging greater public awareness of population and development issues, as well as fostering dialogue between governments and stakeholders. The preparation of national reports on the implementation of the Montevideo Consensus is voluntary and these reports are presented periodically. As preparing and presenting national reports requires governments to invest time and resources, the teams responsible for this work should receive the support that they need to gather and analyse available data adequately and efficiently. UNFPA seeks to support the Government of Guyana in this regard.
II. SCOPE OF WORK - inter alia
The Consultant or Consulting Firm or Organization will be responsible for delivering the following tasks:
- Submit an inception report outlining the proposed methodology and documentation to be reviewed.
- Conduct desk review of all reports related to Montevideo Consensus thematic areas.
- Collate and analyze the data on the Montevideo Consensus related set of indicators relevant to the country, which have been collected by the relevant government ministries, departments or agencies along with any other related references and present it in a draft report using the format for reporting on the MCPD.
- Support the Ministry of Human Services and Social Security and the Ministry of Parliamentary Affairs and Governance in the convening of national consultations in Guyana where the national report is to be reviewed and make adjustments based on feedback by stakeholders.
- Finalize national report.
These tasks will result in the following outputs:
- Raw data and minutes from the data collection activities.
- A draft national report on the Montevideo Consensus on Population and Development, reflecting the relevant country indicators.
- A report (or minutes) from the national consultation.
- A final report on the Montevideo Consensus on Population and Development, inclusive of indicators and an executive summary.
