UN CALL FOR PROPOSALS
SPOTLIGHT INITIATIVE IN GUYANA

 

The Spotlight Initiative Guyana invites interested Civil Society Organizations legally registered in Guyana Community based and Non-profit OrganizationsFaith based Organisations and academic institutions to apply on the following:

 

Objective: 

Essential Services Package for Survivors of GBV In Guyana

Duration:

The engagement with the identified organization will be from April 19, 2021, to July 23, 2021.

I. BACKGROUND 

 

The European Union (EU) and the United Nations (UN) embarked on a global initiative in 2018 focused on eliminating all forms of violence against women and girls (VAWG) - the Spotlight Initiative. The Spotlight Initiative country programme in Guyana was formulated in 2019 through extensive multi- stakeholder consultations and formally launched by the EU, the UN, and the Government of Guyana, on October 31, 2020.

 

II. PURPOSE OF THIS ENGAGEMENT

 

The provision, coordination and governance of essential health, police, justice and social services can significantly mitigate the consequences that violence has on the well-being, health and safety of women and girls’ lives, assist in the recovery and empowerment of women, and stop violence from reoccurring.1 Essential services can diminish the losses experienced by women, families and communities in terms of productivity, school achievement, public policies and budgets, and help break the recurrent cycle of violence.2 The availability of a Gender Based Violence (GBV) Essential Service Package can also play a key role in poverty reduction and development and efforts to achieve the SDGs.
 

Under the Spotlight Initiative programme in Guyana, the Ministry of Human Services and Social Security will be supported in providing greater access to a coordinated set of essential and quality multi-sectoral services for all women and girls who have experienced Gender-Based Violence. The work to be undertaken by the selected organization aims to support the identification of the essential services to be provided by the health, social services, police and justice sectors (the “Essential Services”) as well as guidelines for the coordination of Essential Services and the governance of coordination processes and mechanisms (the “Coordination Guidelines”).3 Service delivery guidelines for the core elements of each essential service will also need to be identified to ensure the delivery of high quality services. Taken together, these elements comprise the GBV “Essential Services Package”.4

III. REQUIREMENTS AND COMPETENCIES

 

Organizations wishing to apply for the grant should meet the following requirements and competencies:

  1. Be a registered civil society organization including Non-Profit Organizations, Faith-Based Organizations and academic institutions (Non-registered organizations can apply as an Associate Partner to a registered entity.)
  2. Proven experience of prevention, mitigation and response of violence against women and girls, addressing family violence, capacity building, human rights, access to justice, security, sexual and reproductive health and rights/adolescent sexual reproductive health, legal reform, strong understanding of gender equality and women empowerment principles, advocacy and community mobilization and engagement for social norms change (one or more areas);
  3. Have working experience on all forms of violence, particularly experience working with minorities, youth, and women;
  4. Previous and/or current interventions in the four target areas (Region 1,4,6,7) is an advantage;
  5. Be able to demonstrate the inclusion of Associate Partner(s) as part of proposal, evidenced by formation of the CSOs partnership (i.e. signed MoU among CSOs under the Associate Partnership);
  6. Be able to meet the governance, finance and administrative requirements outlined in Organizational Profile attached

                                  

IV. EVALUATION CRITERIA

 

All proposals submitted will be assessed and evaluated based on an Evaluation Criteria Matrix and Capacity Assessment Checklist.

 

 

V. SUBMISSION DETAILS

 

The interested CSO and their Associate Partner(s) [representative of larger and smaller CSOs, including CSOs from the target Spotlight regions/communities] are requested to submit application packages (including scanned version of all supporting documents). Submission package to include:

 

  1. Organizational Profile – Supporting Documents required:
         a. Structure of governing body, oversight mechanisms, organogram
         b. Project planning and budgeting procedures
         c. External audit within the last three years, administrative and financial rules, list of banks, internal control framework
         d. Procurement policy and templates, Human Resources Policy, Policy for Prevention of Sexual Exploitation and Abuse
         e. Reporting procedures, Monitoring and Evaluation, Assets and Inventory Management
         f. CVs for staff involved in the project
  2. Detailed Proposal, inclusive of Budget

 

VI. DEADLINE
