The overall objective of the 2002-2006 UNFPA Caribbean programme in the Caribbean is to contribute to the reduction of poverty and improvement in the quality of life of populations in 21 English- and Dutch-speaking Caribbean countries, by promoting sexual and reproductive health and rights and by integrating population-related factors into development strategies and plans.

“Building Institutional Capacity to Deliver Sexual & Reproductive Health Information & Services in Belize” (2002-2006)
The International Conference on Population and Development (ICPD) held in Cairo in 1994 represented a paradigmatic shift in the field of population and development, intensifying world-wide focus on the critical relationship between sustainable development and reproductive health policies and programmes. The Programme of Action, formulated by participants from more than 170 countries and adopted by acclamation, firmly established a human rights approach to population and reproductive health issues and reflected consensus on the centrality of meeting the needs of individuals rather than achieving demographic targets. It clearly defined the components of reproductive and sexual health, including family planning, and challenged Governments to operationalize information and service programmes. It also addressed issues in the social and cultural environment, such as gender equality, in order that individuals can attain reproductive and sexual health to the fullest possible extent.

UNFPA’s overall support to the Government of Jamaica is to contribute to the attainment of the ICPD targets and Millennium Development Goals of ensuring universal access to integrated, gender-sensitive, and rights-based sexual and reproductive health services. Through the Sexual Reproductive Health (SRH) Programme of Assistance, UNFPA will assist the Government to achieve these overall goals by strengthening its capacity to implement and monitor related policies and programmes. One component of this assistance is through joint funding of the EC/UNFPA Joint Programme on Sexual and Reproductive Health. UNFPA and the European Commission have entered into an agreement for a joint programme on reproductive health in selected countries of the African, Caribbean and Pacific (ACP) Region. Jamaica is one of the ACP countries in the sub-region of the English and Dutch-speaking Caribbean in which the EC/UNFPA project will take place.

OPEC Fund/UNFPA/Government of Saint Lucia Project for HIV/AIDS Prevention Among Youth in Especially Difficult Circumstances
The OPEC-Fund/UNFPA Project for HIV/AIDS Prevention among youth in especially difficult circumstances is to be implemented in six countries of the Caribbean and Central America in collaboration with national Governments and selected non-governmental organizations. The project aims to strengthen political and social commitment in Central America and the Caribbean, to halt the HIV/AIDS epidemic and to bolster country efforts to address the specific needs of one of the more vulnerable groups of the population. These include youth, and especially youth living in difficult circumstances who are most at risk of HIV infection. In doing so, the project is designed to reduce the vulnerability of youth to HIV/AIDS by providing them with life skills necessary to prevent HIV/AIDS.
